A Late-Season Monsoon Surge Refills Reservoirs but Floods Parts of the Northeast

A vigorous late-season monsoon surge dumped heavy rain across large parts of the country, replenishing reservoirs that feed cities and farms but also triggering flooding in low-lying areas of the northeast, where rivers swelled past danger marks.

Water managers welcomed the boost to storage after an uneven season, saying the additional inflow improved the outlook for winter crops and urban water supply. Several major reservoirs that had been running below normal climbed back toward comfortable levels within days.

A welcome top-up

For much of the season, the rains had been patchy — generous in some regions, stingy in others — leaving key reservoirs worryingly low heading into the crucial final weeks. The late surge changed that picture almost overnight. Dams that supply drinking water to major cities and irrigation to farmland filled rapidly, easing fears of shortages over the dry months to come.

The timing matters for agriculture. Full reservoirs at the end of the monsoon mean water for the winter sowing season, when farmers plant wheat, pulses and oilseeds that depend on stored water rather than rain. A good finish to the monsoon, agricultural economists said, could translate into a strong winter harvest and help keep food prices in check.

Relief and risk in the same rain

The same downpours, however, forced the evacuation of thousands of people from riverside villages and washed out stretches of road and rail in the northeast, where the terrain funnels heavy rain into fast-rising rivers. Disaster response teams were deployed to the worst-hit districts, and authorities opened relief camps for those displaced from their homes.

The northeast is especially vulnerable to this pattern. Ringed by hills and drained by some of the country's largest rivers, the region sees rain from the surrounding slopes converge quickly into the valleys, so a few days of intense downpour can push rivers over their banks and inundate the plains below.

A changing monsoon

Meteorologists said the surge was consistent with a monsoon that has increasingly delivered its rain in short, intense bursts rather than steady spells — a pattern that scientists link to a warming climate and one that complicates both flood control and water storage. Rain that arrives all at once is harder to capture and more likely to cause damage than the same total spread evenly across the season.

That shift poses a dilemma for water managers, who must balance holding water back to guard against shortage against releasing it to prevent flooding. Experts urged states to invest in better drainage, stronger embankments and, above all, faster early-warning systems, arguing that as such swings become more common, the ability to forecast and prepare for them will matter as much as the infrastructure itself.
