Congress Seeks Around 170 Seats From SP as Uttar Pradesh Alliance Talks Begin in Earnest

Seat-sharing negotiations for the 2027 Uttar Pradesh assembly election have formally begun, with the Congress conveying a list to the Samajwadi Party in which it is reported to be seeking around 170 of the state's 403 assembly seats. The demand, communicated through the party's state unit, marks the opening position in what is expected to be a protracted bargaining process between the two principal opposition partners in the state.

The number is ambitious by any reading of recent electoral history. The Congress has been a marginal force in Uttar Pradesh assembly elections for over three decades, and its previous alliance with the SP, in 2017, saw it contest a little over a hundred seats with modest results. The SP, as the larger partner and the principal pole of opposition politics in the state, is unlikely to concede anything close to the opening ask, and seasoned observers of alliance negotiations read such lists as bargaining instruments rather than final expectations.

Why it matters

Uttar Pradesh sends 80 members to the Lok Sabha, and the state's assembly election, due in early 2027, is widely treated as a bellwether for national politics. The SP-Congress combination performed strongly in the state in the 2024 general election, and both parties have an interest in preserving that arithmetic. But assembly elections distribute power far more granularly than parliamentary ones: every seat conceded to an ally is a constituency organisation left without a candidate, which is why seat-sharing talks in large states routinely run close to the wire.

For the Congress, the size of the ask also serves an internal purpose. A high opening demand signals to the party's state cadre that the leadership intends to rebuild a full-spectrum presence in Uttar Pradesh rather than settle into the role of a junior partner. For the SP, the calculation is the mirror image: it must weigh the coalition dividend the Congress brings in specific regions and communities against the seats it would have to vacate.

What to watch

Three questions will shape the negotiation in the coming months. First, whether the parties agree on a framework, strike-rate based, region based, or a hybrid, before haggling over individual constituencies. Second, how smaller allies and potential entrants into the opposition bloc in the state are accommodated, since every additional partner shrinks the divisible pool. Third, whether the alliance is announced early enough to allow joint booth-level preparation, something both parties identified as a gap in previous cycles.

The ruling BJP, for its part, has an interest in portraying the talks as a contest of egos, and a drawn-out negotiation would supply that narrative. The speed with which the SP responds to the Congress list will be the first indication of whether the 2024 partnership translates into a durable assembly-level arrangement or a fraught one.
