For decades, building India's missiles was the work of the state. This week, the Defence Ministry decided to share that work with the private sector — and the list of systems on the table is unusually broad.

Defence Minister Rajnath Singh approved the transfer of technologies developed by the Defence Research and Development Organisation (DRDO) for conventional missile systems to eligible Indian defence companies for production within India.

The ministry framed the goal plainly, saying the initiative aims to enhance operational capability, reduce import dependence and increase domestic value addition — the through-line of India's decade-long push for defence self-reliance.

What Is On the Table

The scope is wide. Reported candidates for transfer span the air-defence, air-to-air, anti-tank, anti-radiation and anti-ship families.

  • Air defence: Akash and Akash-NG, plus VSHORADS

  • Air-to-air: Astra

  • Anti-tank: Nag, SANT and man-portable ATGMs

  • Anti-radiation: the Rudram family

  • Anti-ship: NASM-SR

  • Battlefield and cruise: Pralay and land-attack cruise missiles

What Stays With the State

The dividing line is strategic. The most sensitive systems remain outside the initiative: the Agni series and K-series strategic and nuclear-capable missiles are not part of the transfer. BrahMos and MRSAM, which involve foreign partners under separate arrangements, also sit outside its scope. Delhi is opening the conventional shelf, not the strategic vault.

How Selection Works

The model rewards firms that get their hands dirty early. Companies that co-develop and test prototypes alongside DRDO scientists become directly eligible for series-production contracts once the armed forces place bulk orders. Eligibility is still gated by qualifications, certifications and regulatory clearances, with competitive processes expected for production.

That design tries to solve a chronic problem in Indian defence manufacturing: the gap between a lab-proven prototype and a firm that can build it at scale, on time, to military tolerances. By pulling private engineers into the development phase, the ministry is betting they will be ready when the order book opens.

Why It Matters

India remains one of the world's largest arms importers, and missiles sit at the centre of the modernisation the armed forces want. Concentrating production inside state entities has historically throttled throughput. Dispersing it across private primes and MSMEs could widen the industrial base — and, over time, build an export-capable ecosystem for conventional systems.

There are real risks. Missile production demands stringent quality control, secure supply chains and protection of sensitive intellectual property. Handing designs to multiple private manufacturers multiplies the points where security, safety or reliability could slip. The ministry's insistence on certification and regulatory gating is the answer to that concern; whether it holds under commercial pressure is the open question.

What Happens Next

The immediate test is uptake. Which firms qualify, how quickly technology packages move from DRDO to factory floors, and whether the armed forces convert intent into bulk orders will determine if this is a structural shift or another well-intentioned policy that stalls at implementation.

If it works, India's private sector gains a foothold in a domain it has never truly owned. If it stumbles, the lesson will be that opening the arsenal is easier than building it.
